Dear Brothers and Sisters:
As you know, we began our unfair labor practice strike on Feb. 1 at nine locations. Since then, we have expanded it to 15 locations and nearly 7,000 members. In the past few days, some companies have taken to writing letters to our members. These letters spin their positions about the negotiations and the offers they have made.

NOBP GENERAL MESSAGE #11
Greetings:
Please find attached the most recent proposal from Shell Oil and their affiliates, received today at 2:15pm. You are instructed to reject this proposal at the table when and if you receive it.
This proposal, as before, fails to address the Union’s key issues in any meaningful and enforceable way.
The Union remains in place at the table and is prepared to continue to bargain.
All Locals should be prepared to join this strike when called upon.
Stay strong!

To all: below is the contact information for possible employment for strikers.
They want to hire 10-20 strikers that have Fireman, ERT, and /or Hazmat training. This is for the Train derailment that has happened in the Virginia area. I understand that they will pay wages, per diem, lodging and travel. This is for temporary work maybe for a couple weeks.

The Company did not meet with the International group today. They are still working on information request. We met on a local level today with the local HR group, they brought verbal answers to some of our request. Lee asked that they give written answers to our written request. Not a lot to report...work on the strike kitchen is ongoing and teams such as the financial are gathering information.

Brothers and Sisters,
I have been made aware Shell will be taking the short sighted approach of explaining how hourly employees can cross the picket line. I am of the belief they have chosen to do this due to their inability to run and maintain our plant.

Picketing is an important activity. By picketing, we protect our jobs, build our own unity, and send a message to management and the community. Misconduct on the picket line by even one individual could harm the union’s image in the community and/or lead to court injunctions. Please observe the following rules. The picket captain has the authority to enforce these rules, and to remove anyone who does not follow them.
• Report to the picket captain when you arrive and when you leave. Records will be kept of all duty performed. Be on time. If each group of pickets arrives on time, then everyone will be able to leave on time as well. Even if your relief is late, don’t leave your post until the next group arrives.
• The picket captain may ask you to change locations or shifts depending on needs. Please cooperate. These requests are made to keep our lines as strong as possible.
• Refer any strangers, reporters, employer representatives or police to the picket captain, even if they appear friendly. Any statements you make may be used against the union in court or in the news media. Report any unusual incidents to the picket captain.
• Repeat only facts. Do not repeat rumors.
• Do not enter the struck facility for any reason.
• There will be no drugs, no alcohol, no weapons, and no violence on the picket line or the Union Hall. Maintain dignity and common sense on the picket line. No littering, no drunkenness, no obscene gestures or language, and no urinating.
• In an emergency, call the following number: ___________________ or come to the union hall.
